PROBLEM TO BE SOLVED: To easily and precisely draw a straight line by extendedly providing a receiving-side handle and inserting handle for attaching and detaching a ring body to and from a pipe on the cut surface of the ring body, and obliquely cutting one optional edge of the body formed into the ring over the whole circumference to form a ruler surface. SOLUTION: A body 1 is formed into a ring 9 cut in one position by use of a flexible synthetic resin plate or metal plate. Substantially L-shaped receiving-side handle 2 and inserting handle 3 are raised on both ends of the ring so as to be opposite at a right angle to the circumferential surface of the ring. One optional edge of the body 1 formed into the ring 9 is obliquely cut over the whole circumference to form a ruler surface 4 so as to facilitate the contact of the pen tip of a marker pen. After the position to cut of a pipe is determined, the receiving-side handle 2 and the inserting handle 3 are separated to open the ring, and inserted to the pipe so as to fit the ruler surface 4 of the body 1 to the position to cut, and the receiving-side handle 2 and the inserting handle 3 are then mutually connected to fix the body 1 to the pipe.
