PROBLEM TO BE SOLVED: To prevent abnormal noises from being generated between a spool and a base member and to enhance the windability of webbing. SOLUTION: A base lock 24 is mounted in the base lock receiving part 22 of a spool shaft 16A and a stopper insert groove 30 and an annular groove 32 are formed respectively in the base lock receiving part 22 and the lock 24. A stopper 34 formed in an approximately U-shape is press fitted therein whereby the base lock 24 held locked is connected to the spool shaft 16A in a state to be prevented from slipping off. Since this arrangement allows the base part 24A of the base lock 24 to be tightly supported against the spool shaft 16A at two of its radial portions on both sides, generation of abnormal noises can be prevented. Also, since tilting of the spool shaft 16A is prevented when the stopper 34 is press fitted therein, the windability of webbing can be enhanced.
