PROBLEM TO BE SOLVED: To prevent a surplus deposition of Si in the edge parts and to prevent the deterioration in the quality in the annealing state so as to be applicable to actual operation, in an electrolytic cleaning in an alkali cleaning agent bath for a cold-rolled steel strip, by controlling the effective width of electrodes to be in a specified range with respect to the width of a cold rolled steel strip. SOLUTION: A cold-rolled steel strip 3, to which rolling oil, scales, dust or the like is adhered, is passed through the inside of an alkali soln. 1, an electric current is allowed to flow between a pair of electrodes 2a and 2b arranged at the top and bottom thereof via a control device 4, hydrogen or oxygen is generated from the steel strip 3, and cleaning is executed. At this time, as to the effective width to the electrodes 2a and 2b, (the effective width of the electrodes-the width of the cold rolled steel strip)/2 is controlled to the range of -350 mm to +50 mm. For this purpose, the treatment of changing the width of the electrodes, the arrangement of the mask member of an insulator on the surfaces of the electrodes or the like is preferable, and, moreover, electrically conductive members confronted with the surfaces of the pair of electrodes can be set to the edge part in the running direction of the steel strip. In this way, the concentration of the electric current is prevented, and the surplus precipitation of Si from an alkali soln. into the edge part of the steel strip is prevented.
