PROBLEM TO BE SOLVED: To provide a preparation process of a cationic water-dispersible coating composition which forms a coated film having an excellent adhesion property and water resistance, and a sealer for inorganic building materials using this. SOLUTION: In a preparation process of a cationic water-dispersible coating composition, 5 to 30 wt.% ethylenically unsaturated monomer (b) and 5 to 20 wt.% hydrophilic ethylenically unsaturated monomer (c) (which includes basic ethylenically unsaturated monomers) are polymerized in 5 to 30 wt.% water-soluble solvent (a) to yield a resin (p) solution which is subsequently neutralized and allowed to undergo phase-conversion. From 0.1 to 3 wt.% epoxy group-containing ethylenically unsaturated monomer (d) is added to the resin (p) to synthesize an aqueous dispersant (e). Subsequently, 5 to 40 wt.% aqueous dispersant (e) is emulsion polymerized with from 5 to 30 wt.% ethylenically unsaturated monomer (f) in water. Here, the proportions of components (a), (b), (c) and (d) are based on the total weight of component (e), and the proportions of components (e), (f) and (g) are based on the total weight of the cationic water- dispersible coating composition.
