PURPOSE: A system is provided to reduce noise, save energy, prevent heat loss, and achieve an environment-friendly building. CONSTITUTION: A system comprises a heat circulation unit(100) for producing cool water utilizing midnight electrical power service and circulating thus produced cool water and hot water of a hot water supply unit through each of houses, and an interior unit(200) installed in each of houses in such a manner as to perform, at each interior of the house, a heat exchange for the cool and hot water being delivered and circulated through the heat circulation unit, the interior unit introducing an outdoor air for a ventilation of the interior of the house.
