PURPOSE: A cable broadcasting system having controllable channels enables subscribers to optionally designate channel numbers of pay cable broadcasts, by differentiating TV subscription fees of pay programs according to kinds, time differences, and seasons and by automatically charging the fees. CONSTITUTION: A head end(30) generates scrambled program signals and performs controlling processes in an automatic response system unit(35), a subscriber manager(36), a charging manager(37), and an operation terminal(38). The head end commands a scramble cancellation to a coupler(33) in the subscriber manager having a mapping table, and commands the charging manager to calculate charges of a corresponding subscriber. The ARS unit transmits outputs to the subscriber manager and the charging manager. A converter(40) displays selected programs and transmits control signals to an external telephone exchange(50). A descrambler code translator(DCT)/comparison detector(43) receives an input of a signal receiver(41) and receives an input of an identification coder(44). Signals of a remote controller(R) are inputted to an RC receiver(42) and a telephone signal generator(45). When the telephone signal generator receives the signals of the remote controller, the telephone signal generator generates a ring signal.
