PURPOSE: To prevent the wrong use of a terminal due to wrong rewrite by providing an EEPROM where the serial number(ESN) used for accounting management or the like is made dual and is stored. CONSTITUTION: The ESN encoded in a factory by a preliminarily determined encoding format is inputted from an interface 9. A CPU 2 reads out an encoding format and a check code stored in a ROM 4 and checks whether the encoded ESN from the interface 9 is correctly encoded or not; and when it is correctly encoded, this encoded ESN is written as an ESN 12 of an EEPROM 10, and the normal decoded ESN is written as an ESN 11 of the EEPROM 10. This mobile communication terminal 1 is transferred to a subscriber, and the CPU 2 decodes the encoded ESN 12 at the time of power-on and compares the decoded ESN 12 and the ESN 11 with each other, and the normal operation is performed in the case of coincidence between them, but the terminal is disabled in the case of noncoincidence.
