PURPOSE: A method for controlling meteorological phenomenon is provided to form an ascending current and a side-directional current in order to remove or reduce retaining layer, smog or fog. CONSTITUTION: In a state that an intense cloud, fog or smog covers up a retaining layer in a certain area such as a downtown area, the temperature of a surrounding air is increased compared to a surrounding area for generating an ascending air current. When a central ion generator(3) is driven, an ascending current is formed in an atmosphere(4) of a central apparatus region, so the air of the surrounding atmosphere is ionized. The air surrounding the atmosphere(4) of the central apparatus area stimulates solid, liquid or gas state ionized particles for to be ionized. The atmosphere(4) of the central apparatus area generate an electrical ion using a high level electrical potential conductive member or a similar one and ionizes the air of the atmosphere of the central apparatus area.
