PURPOSE: An apparatus is provided to prevent a breakage of a rolling bearing or a deformation of a rotating member while arranging a buffering member between a bearing cap and a power cap. CONSTITUTION: An apparatus is characterized in that a first rotating member such as a shaft is mounted to an inner wheel(4-1) of a rolling bearing(4), and a second rotating member such as a bearing cap(10) is mounted to an outer wheel(4-2), wherein the second rotating member is constituted in such a manner that a buffering member(20) is fixed at the bearing cap so as to cover an outer periphery of the bearing cap and a power cap(30) is again fixed at the buffering member so as to cover an outer periphery of the buffering member. When an impact is applied to the power cap, the buffering member attenuates or eliminates such impact, thus preventing the impact from being transferred to the bearing cap, rolling bearing and the rotating member fixed to the inner wheel of the rolling bearing.
