PROBLEM TO BE SOLVED: To make preventible unauthorized acts from being performed by measuring the state of the impedance of whole the prize-winning circuit at the time of starting up, resetting, etc., on the basis that the impedance is changed when a 'suspending' circuit is mounted to a CPU and judging as an anomaly on the basis of the results of the measurement. SOLUTION: The set tolerance range of the impedance value of a normal external circuit at the time of type application by a maker of user programs and game machines is stored in ROM 6 for users. An unauthorized modification in a game machine control substrate is detected by a CPU 3 at the time of the starting-up and resetting, etc., of a game machine. In other words, the impedance of a terminal at the time of a high level or a low level to be impressed on an input terminal is measured by an input control means 4 according to a booting program stored in ROM 7 for booting to judge whether the impedance of the terminal lies within the tolerance set by the game machine maker by a comparing/control means 5, and an alarm is issued at the time when it is determined that it does not.
