PURPOSE: A device for producing a balloon having a flower inside is provided, making the flower keep without damage for a long time by making it surrounded with a balloon and supplying water continuously. In anniversary, it can be used as means to deliver one's hearty mind. CONSTITUTION: A device for producing a balloon having a flower inside is comprised of: a housing(1); a fixing pipe(10) having an air discharging outlet(11) at the upper part; a pipe(20) moving vertically around the fixing pipe(10) for being covered with the mouth of the balloon on the top; a pipe(16) being lengthened upward around and the pipe(20) moving vertically ,for protecting it; a foot-push pump(30); a hose for supplying air(40) which one end is connected to an outlet for discharging air(32) of the foot-push pump(30) and the other end is to the air discharging outlet(11); and a capsule-typed container(50) having a sealing cover(51) formed a hole(52) for inserting a branch of the flower, having water inside.
