PURPOSE: An arbitration system for a priority ranking structure is provided to satisfy the standby time of the shared resource approach request by selecting latency upper bound of the standby time in a system that is based on the ranking structure. CONSTITUTION: An arbitration system for a priority ranking structure is composed of request, search, confirmation, and operation. When an approach request to the resource is internally made to the requester(S210), the requester searches for the presence of the standby time's latency upper bound(S220). If the standby time's latency upper bound does not exist, the standby time's latency upper bound signal value becomes insignificant, the arbitration device sets the signal value as 0, and the approach signal and the priority signal to the arbitration device are operated(S270). If the standby time's latency upper bound does exist, the latency upper bound values are converted into the standby time's upper bound signal values and operated with the approach request signal and the priority ranking signal(S230). The requester lowers the standby time's latency upper bound signal value, if it does not receive an approach acceptance signal that coincides with the time unit of the standby time's latency upper bound signal value within a given time(S250).
