PURPOSE: A method of making a reflection panel is provided to be capable of securing an excellent scattering property by forming a pixel electrode of an unevenness shape so as to uniformly scatter fine spacers. CONSTITUTION: A spacer(21) and a polymer solution are sufficiently mixed using a stirrer. A rough surface is formed along a spacer(21) shape by depositing the spacer(21) and the polymer solution on a substrate(20), forming a thin film by a roll or spin coating method, and curing the thin film thus formed. A pixel electrode(24) is formed by coating such a material as aluminum or silver on a cross-coupled polymer film(22'), which covers the spacer(21), by use of a deposition or sputter method.
