PURPOSE: A three-electrode surface discharge type plasma display panel is provided to increase luminance by enlarging an interval between a scan electrode and a sustain electrode. CONSTITUTION: A surface of a three-electrode surface discharge type plasma display panel is formed by an upper glass(410). A scan electrode(420) is formed on a lower surface of the upper glass(410). An insulating material(430) is applied on a surface of the upper glass. A sustain electrode layer(450) including a sustain electrode(440) is formed on the insulating material(430). And, the scan electrode(420) and the sustain electrode(440) are formed on the same plane with parallel each other. A magnesium oxide thin film(460) is formed on the sustain electrode layer(450). A lower glass(470) is located parallel to the upper glass(410). The first and the second address electrodes(480,490) are adhered on an upper face of the lower glass(470). A barrier rib(500) is laminated on the lower glass(470). A fluorescent material(510) is formed on a part of the barrier rib(500) and a surface of the lower glass(470). A discharge space(520) is formed by the fluorescent material(510), the barrier rib(500), and the magnesium oxide thin film(460).
