PROBLEM TO BE SOLVED: To perform throttle control without manually operating an operation lever by a human power. SOLUTION: When heating capabilities are insufficient in which the temperature of cooling water is not more than the specified temperature, the opening of a throttle valve 140 provided on the discharge side of a water pump 210 for circulating cooling water is decreased. Therefore, since the throttle valve 140 and the water pump 210 generate heat, insufficient heating capabilities can be compensated without manually operation an operating lever by a human being.
