PROBLEM TO BE SOLVED: To greatly reduce the required operating force so as to increase the range of gate sizes that can be opened and closed even by manual operations alone and to reduce the size of an electric motor device when the gate is motor- driven by assuring watertightness only through the operation of water stopping portions after closure of the gate without the need to raise or lower the entire gate. SOLUTION: Water stop rubber 4 on each side portion of a gate is cylindrical or columnar and is mounted on a side gate stop rotatable about a vertical axis 10. Bottom water stop rubber 7 is mounted on the lower portion of the gate 1 rotatable about a horizontal axis. Thus, a watertight construction can be completed by a rotating operation after closure of the gate without raising or lowering the gate.
