PROBLEM TO BE SOLVED: To obtain an inexpensive chromium-free anti-rust coating agent having corrosion resistance higher than those of chromium-containing rust inhibitors, a rust-proof treatment process, and a rust-proof treated metallic material. SOLUTION: In this rust-proof treatment process, a steel with or without zinc-type metal coating is subjected to rust-proof treatment by using a first-layer treatment agent containing one or more kinds among 0.1-100 g of phosphoric acid ions, 0.2-200 g of a thiocarbonyl-group-containing compound, and 0.1-100 g of a vanadic acid compound in one liter of water and further optionally containing 10-300 g of water-dispersive silica and also using a second-layer treatment agent optionally containing 0.1-5 g of phosphoric acid ions and 50-500 g of water-dispersive silica in one liter of a composition composed essentially of water-soluble resin and water.
