PROBLEM TO BE SOLVED: To equilibrate the amts. of a developer consumed on the upstream and downstream sides of a developer carrying roller in an image forming apparatus wherein a large number of through-holes and individual electrodes corresponding thereto are arranged to a plurality of the lines parallel to the axis of a developer carrying roller and the chargeable developer supported on the developer carrying roller is allowed to fly through the through-holes on the upstream and downstream sides with respect to the rotary direction of the developer carrying roller. SOLUTION: A conductive substrate 29a is provided in the vicinity of individual electrodes 36a corresponding to through-holes 34a on an upstream side while a separate conductive substrate 29b is provided between individual electrodes 36b corresponding to through-holes 34b on a downstream side and a voltage is applied to the conductive substrates 29a, 29b so that the intensity of an electric field energizing a developer from the upstream conductive substrate 29b to the portion opposed thereto of a developer carrying roller is made larger than that of the electric field energizing the developer 18 from the downstream conductive substrate 29b to the part opposed thereto of the developer carrying roller.
