PROBLEM TO BE SOLVED: To provide a tropical rain forest type crude refuse treatemnt and effluence device which is shortest in treatment time, does not give rise to sticking and is consequently little in the generation of smells by improving the conventional compost forming type crude refuse treatment system. SOLUTION: A multiplicity of culture materials for Bacillus bacterial adhesion beds are incorporated into a high-temperature and high-humidity vessel 1 into which crude refuse 7 is fed. After the decomposition is accelerated by agitating and mixing the crude refuse, the culture base materials and moisture, water is passed to a channel 17 disposed at the inside bottom of the vessel to wash and discharge the fully mature decomposition material to the outside of the vessel.
