PROBLEM TO BE SOLVED: To eliminate the possibility of wrinkling a rotary panel by performing the rotary panel in a state of curving in a full wind in advance. SOLUTION: An inner lateral edge and an outer lateral edge 142 of a panel part 14 are curved in the central direction of a panel main body 13, and the inner lateral edge of the panel part 14 is mutually connected. The base is formed so as to have a base curved in a recessed shape in the apex angle direction. That is, the base is constituted so as to curve in the opposite direction of the top part 11 direction being an intersection between the outer lateral edge 142 and the inner lateral edge. Then, since two panel parts 14 and a connecting part of a parachute edge part 12 respectively curve, these are formed in the shape of curving in an umbrella shape. According to this constitution, a rotary panel 1 slantingly opens, and when rotationally descending in deceleration, wrinkles are not made since the rotary panel 1 is performed in an umbrella shape.
