PROBLEM TO BE SOLVED: To obtain a soil for culture and to obtain a method for culture by carrying out growth regulation at an extremely early stage of plant growth and surely and readily uniformizing a high-quality product. SOLUTION: A plant growth regulator is applied to soil for culture before germination, rooting and root taking of plant and the plant growth regulator is absorbed from the extremely early stage of plant growth to carry out growth regulation culture. Consequently the uniformization of a high-quality product can be performed efficiently, surely and readily without selecting a period for a plant growth regulation treatment because there is no difference in qualities even if difference in germination, elongation and rooting of plant exists.
