PROBLEM TO BE SOLVED: To allow stains damaging beautiful appearance and causing rusting hard to deposit on the steel sheet by providing it with only waviness to form into the basis of ruggedness in a dull finish as the ruggedness on the surface. SOLUTION: On the surface of a stainless steel sheet, only waviness of form into the basis of ruggedness in a dull finish is left, and the other fine ruggedness is removed. The waviness to form into the basis of ruggedness in a dull finish denotes the smooth and curvy one imparting roughness of 1.5 to 3.5μm average roughness Ra and 8 to 30μm maximum roughness Rmas and does not include fine waviness of one figure or smaller than that superposed thereon. For removing the fine waviness, polishing such as electrolytic polishing is executed. By removing fine waviness, while the facilitation of peeling stains caused by ruggedness as the advantage of dull-finished steel sheet is maintained, the remaining of stains and salt caused by the fine ruggedness can be prevented, by which stains, rusting, or the like, is not generated on the stainless steel sheet over a long period.
