PROBLEM TO BE SOLVED: To inhibit the occurrence of local gloss unevenness on the surface and rear surface of an electroplated steel strip and to produce a steel sheet as a substrate for electroplating and an electroplated steel sheet, both having excellent external surface appearance, and to provide a method of their manufacture. SOLUTION: Electroplating is performed by using a horizontal-type electroplating equipment having an electricity conduction part consisting of a pair of a metal conductor roll and a rubber backup roll, which are provided to the upper and lower sides of a horizontally conveyed steel strip, respectively. At this time, a steel sheet as a substrate for electroplating which has, as parameters representing the surface characteristics of steel strip, >=150 PPI value and <=0.5μm (filtered center average waviness) Wca is subjected to cathodic treatment in a metal plating bath.
