PROBLEM TO BE SOLVED: To provide a powder-containing water-in-oil type emulsion cosmetic which has a smooth touch, can give a natural finish, and has excellent storage stability. SOLUTION: This powder-containing water-in-oil type emulsion cosmetic comprises 10 to 40 wt.% of one or more kinds of compounds selected from cyclic silicone tetramer, pentamer and hexamer, 0.5 to 5 wt.% of sorbitan monoisostearate and/or diglyceryl monostearate, 0.5 to 10 wt.% of the powder of a methylsiloxane net-like polyurer and/or a cross-linked silicone, 0.5 to 20 wt.% of titanium dioxide, and 20 to 70 wt.% of water.
