PROBLEM TO BE SOLVED: To improve a close-contact property between a retainer wall concrete and a water-stopping shield board so as to prevent leakage of water to a front surface of a retaining wall from an earth-sand layer by forming a plurality of through holes on a water-stopping shield board to be fitted to an expanding/ shrinking joint of the reatining wall. SOLUTION: Expanding/shrinking joint members 10, 10' are provided between retaining walls, W, W provided at a front surface of an earth-sand layer S, and a back-up member 11 and a joint sealing member 12 are provided on the side of the layer S, while a water-stopping shield device consisting of a water- stopping shield member 30 and a shield board 40 is embedded in the walls W, W. The member 30 is composed of soft PVC, rubber material or the like and is formed at both sides thereof with parts of the board 40 embeddedly integrated therewith. The board 40 is made of steel and formed with a plurality of through holes at the whole surface thereof, and the close contactness between the member 30 and the wall W is improved through the through holes. Through holes may be formed at both sides of the member 30. Accordingly, the purpose is attained.
