PROBLEM TO BE SOLVED: To enhance the efficiency for the assembling work of a temporary protective fence, to eliminate the problem of shortage of room for the temporary protective fence in a construction site, to prevent damage to materials, and to reduce the cost of transportation. SOLUTION: A temporary long continuous footing includes an H-shaped steel member 6 comprising a horizontal plate 6a, a first vertical plate 6b and a second vertical plate 6c connected to one another to form an H-shaped vertical section, the H-shaped steel member 6 being rectangular when seen from a side face. A rectangular upper storage space 7a is formed in an area above the horizontal plate 6a and in an area inside the respective upper halves of the first and second vertical plates 6b, 6c, and a rectangular lower storage space 7b is formed in an area below the horizontal plate 6a and in an area inside the respective lower halves of the first and second vertical plates 6b, 6c. A plurality of column insertion members 2 and a plurality of guard rail mounting members 3 to which a guard rail 52 can be removably and temporarily fixed are fixed on the upper surface 8 of the horizontal plate 6a, and biasing of the column insertion members 2 in their cross direction from the center of the continuous footing 4 and setting of the diameter of each column insertion member 2 are achieved so that the upper storage space 7a becomes a storage space capable of storing the guard rail 52 erected longitudinally.
