PROBLEM TO BE SOLVED: To prevent decrease of sound absorbing performance by joining both materials with water resistant and air permeable characteristics, respectively, and storing a sound absorbing material inside a body. SOLUTION: Upon use of a sound absorbing material 1 that consists of glass wool, rock wool, fiber-made body or the like, a water resistant material 2 is layed as a covering at at an upper side while an air permeation material 3 is layed as a covering at a lower side. Both the materials 2, 3 are joined in a bag shape, and therein a sound absorbing material 1 is accomodated, thereby forming a sound absorbing body. As the material 1, a fiber type material or porous material having a plurality of fine gaps therein may also be used so as to assure a sound absorbing performance. Accordingly, rainwater is easy to enter the inside. As the material 2, a nonwoven or plane woven or figured woven cloth that is applied with resin coating for water resistance, or a fluorocarbon film is used. Upon outdoor use of the body, intrusion of rainwater from one side is prevented without reducing its sound absorbing performance while noise from the other side can be absorbed.
