PROBLEM TO BE SOLVED: To improve a production and delivery efficiency and reduce a cost. SOLUTION: A primary mixture obtained by mixing heating aggregate, filler, and a binder formed of high viscous reformed asphalt of 0.5 to 1.5%, reformed asphalt, or straight asphalt is stored in a heating storage silo having a mixer for secondary mixing. Immediately before delivery, the primary mixture and the residual binder are added into the mixer for secondary mixing in the heating storage silo, and the mixed secondary mixture is delivered.
