PROBLEM TO BE SOLVED: To separate foamed plastic from waste plastic and to prevent the accumulation of foamed plastic in a washing and mixing tank 2 to prevent the stop of operation. SOLUTION: Waste plastic 10 is charged in a washing and mixing tank 2 by a conveyor 1 to be washed and mixed. Foamed plastic 10a floating on the surface of the water in the washing and mixing tank 2 because of its extremely low apparent specific gravity is scraped out of the tank 2 by a scraping machine 11 without being accumulated in the washing and mixing tank 2 and does not cause the stop of operation. The scraped-out foamed plastic contains no chlorine and can be utilized effectively.
