PROBLEM TO BE SOLVED: To obtain an offset rotary printing paper having a high resistance to a water cut during an offset rotary printing, i.e., a high resistance to the paper cutting caused by the attachment and transition of a moistening water during the printing (water cut) and a recycling property. SOLUTION: This printing paper has 50-90% range dynamic resistance to a water cut defined by the percentage of a tensile strength measured quickly after attaching 5μL volume of water at the central part of a piece of paper having 10 mm short side×120-320 mm long side (tensile strength at attaching water) to a tensile strength in dry state, >=1.0 kN/m resistance to the water cut as measured in a condition by attaching the 5μL volume of water at the central part of the piece of paper and a necessary disaggregating property for the recycling property.
