PROBLEM TO BE SOLVED: To securely open an opening of a pouch of poor shape retention properties and smoothly and efficiently fill a fluid. SOLUTION: An endless circulation transfer means on which a number of holders 8 holding pouches 7 are placed is provided, and a pouch feed means 2, a pouch inserting means 3, a fluid filling means 4, a pouch sealing means 5 and a pouch take-out means 6 are set in parallel successively on transfer tracks of the holders 8 of the circulation transfer means, and the movement timing of the circulation transfer means is synchronized with the movement timings of the pouch feed means 2, the pouch inserting means 3, the fluid filling means 4, the pouch sealing means 5 and the pouch take-out means 6.
