PROBLEM TO BE SOLVED: To keep a stable condition over a long period of time by covering a ballast surface with asphalt emulsion and rubber powder mixed therewith, if required, at a normal temperature. SOLUTION: A surface of a new ballast or a waste ballast whose fine particle portions are removed is covered with an asphalt emulsion 2 and rubber powder 3 mixed therewith, if required, at a normal temperature and a stabilization treatment is applied thereto. By treating the emulsion 2, a sink-proof characteristic is generated and further a stable condition is maintained over a long period of time for making easy on-site maintenance work. Also, wear or fine particle condition of the ballast 1 is alleviated for keeping a stable condition of a track over a long period of time and improving durability, as well as extending the replacement time of the ballast 1 long, resulting in decrease of waste ballast. With the application of treatment to a surface of waste ballast, moreover, reuse of the waste ballast is made possible, and through the mixing-in of the rubber powder 3 to the emulsion 2, vibration of the ballast is reduced and a sinking restraining effect is enhanced.
