PROBLEM TO BE SOLVED: To provide an aqueous adhesive composition having strong cohesive force, excellent water resistance, having tackiness at a low temperature without swelling or peel off of a sheet in summer in an adhesion of a thermoplastic polyolefin-based resin sheet having a heat insulation material with a substrate. SOLUTION: This adhesive composition is composed of acid-containing chloroprene, a polybutene emulsion, a tackifier and a metal oxide, and a preferable mixing ratio is 100 pts.wt. of acid-containing chloroprene, 5-50 pts.wt. of a polybutene emulsion, 20-80 pts.wt. of a tackifier and 0.5-5.0 pts.wt. of a metal oxide.
