PROBLEM TO BE SOLVED: To obtain an excellent conditioning compsn., particularly a conditioning compsn. utilizable even in the acidic side in which a substrate is hard to be damaged. SOLUTION: This conditioner compsn. for activating a palladium catalyst is the one contg. a copolymer of polyoxyethylene-monoallyl-monomethyl ether maleic anhydride-styrene as effective components. As to the method for increasing the amt. of the palladium-tin-colloidal catalyst to be adsorbed, a substrate is immersed into a conditioner bath contg. a copolymer of polyoxyethylene- monoallyl-monomethyl ether maleic anhydride-styrene as effective components and is thereafter treated with a palladium-tin colloidal catalyst.
