PROBLEM TO BE SOLVED: To provide a moisture controlling device easy in maintenance and administration and also capable of selectively executing dehumidification or moistening with a simple constitution. SOLUTION: The device is constituted so that lithium bromide aq. soln. 3 may be circulated between a hollow part of the resin made porous hydrophobic film 5 capable of transmitting air and steam but unable of transmitting the liq. such as waterdrop and a steam generating part 7 provided with a heating means 6, and the steam 4 separated by heating the lithium bromide aq. soln. 3 at the steam generating part 7 is supplied to a chamber 53 of which moisture is to be controlled when the air of the outside 54 of the room is circulated and supplied to a porous hydrophobic film housing part 2, and the steam 4 separated from the lithium bromide aq. soln. 3 at the steam generating part 7 is discharged to the outside 54 of the room when the air of the chamber 53 of which moisture is to be controlled is circulated and supplied to the porous hydrophobic film housing part 2.
