PROBLEM TO BE SOLVED: To provide a heat insulating sheet for a refrigerating rack that prevents dew condensation, provides a good refrigerating effect, and can be formed at low cost. SOLUTION: This heat insulating sheet 3 for covering an opening 2 in a refrigerating rack 1 open on its front face is formed of a nonwoven fabric. The heat insulating sheet can form a film of water by absorbing water and retaining the film between component fibers. The nonwoven fabric forming the heat insulating sheet has a METSUKE (weight/unit area) of 50 to 100 g/m2, an air permeability of 10 to 200 cc cm2-sec, and a water retention rate of 100 to 250%.
