PROBLEM TO BE SOLVED: To enable a seat to be in a compact housing attitude in a direction of from front to rear and to maintain the housing attitude of the seat with a simple constitution. SOLUTION: This device comprises a turn arm 44 whose lower end part is pivotally supported in a floor panel 2 so as to freely turn forward near a foreleg 13, a locked part 45 mounted on a seat cushion 8, a guide part 46 which is formed in the turn arm 44 to engage the locked part 45 and slides with the locked part 45 each other when the seat cushion 8 and the foreleg 13 turn, a locking part 48 which is formed in the turn arm 44 and capable of locking so as to freely engage and disengage the locked part 45 sliding the guide part 46 when the foreleg 13 turns forward to a prescribed turn position and turns forward upward to a prescribed position above the seat cushion 8 and the floor panel 2, and an energizing means 49 energizing so as to lock the locked part 45 and the locking part 48 each other.
