PROBLEM TO BE SOLVED: To manufacture a plate for valve seat and provide a fuel injection valve using the plate, capable of securing the desired dimensional accuracy and also degree of coaxial property of a flow passage and tapered part, without increasing the manufacturing costs and of enhancing the production efficiency. SOLUTION: A work for a plate as a seat of solenoid valve is formed by machining (S101) and subjected to a press working to form a tapered part, etc., to be furnished with a seat face to admit seating of a valve element (S102), followed by heat treatment (S103), and the top surface and bottom surface of the work are coarse ground (S104). The outside diameter of the top of the taper is measured by image (S105), followed by a finish grinding the outside diameter becomes a prescribed value (S105) so that the intended seat face is accomplished. The seat face is measured by image, and its center is decided as the position of flow passage (S107). On the basis of the decided position, a flow passage penetrating the work is formed in the center of the seat face (S108), and the bottom surface of the work is finish ground (S109).
