PROBLEM TO BE SOLVED: To eliminate static electricity generated on stencil paper which is subjected to plate-making process by a thermal head and a platen roller. SOLUTION: Stencil paper 2 in a roll is perforated in the course of being carried, held by a thermal head 3 and a platen roller 4, and is fed into a reservoir part 6 by a feed-in roller 5. The stencil paper 2 subjected to plate making is carried to a printing drum 11 by a feed-out roller 1, wound on the printing roller 11 and cut in a length for one plate. A first static eliminating brush 31 is located on the downstream side in the direction of carriage of the stencil paper 2 from the thermal head 3, in proximity to the head 3. A second static eliminating brush 32 is fitted to the inlet of the reservoir part 6. A third static eliminating brush 33 is located below the first static eliminating brush 31 and fitted to the reservoir part 6. The static eliminating brushes 31, 32 and 33 are grounded and make the static electricity of the stencil paper 2 discharged. The stencil paper 2 subjected to plate making does not wind around the platen roller 4, nor does it cling to itself in the reservoir part 6, nor to a route 10 of carriage.
