PROBLEM TO BE SOLVED: To provide both an apparatus and a method for drying and heating tea leaves, capable of surely carrying out a desired drying by evenly spreading a hot air and obtaining finished green tea leaves having excellent and high qualities with respect to luster, fragrance and astringency. SOLUTION: A tea leaf housing body 2 equipped with drawer members 14 of a plural member of steps placing a plurality of tray members 15 so as to freely draw out and feed the drawer members to rack receiving members 17 for the drawer members is mounted on a burning body 1 provided with heat sources 5 by charcoal fire in a box body 3. The tray members seized by the rack receiving members of stages are arranged for each stage or several stages in such a way that in some of the trays member, a hot air from the heat sources is hit to the bottoms of the tray members and bypassed to sides and in the other tray members, a hot air is made to flow approximately at the central part. Consequently the hot air rises through the whole tea leaf housing body.
