PROBLEM TO BE SOLVED: To simplify a circuit configuration and an arithmetic time or the like relating to detection of a motion vector. SOLUTION: A maximum value and a minimum value of a pixel value in a reference block relating to detection of a motion vector are detected (step S2), the pixel value in the reference block and within a retrieval range under a calculated threshold value on the basis of them is coded (1-bit ADRC) to obtain a code value (step S3). A matching arithmetic operation is made on the basis of the code value relating to the pixel value in the reference block and a candidate block and a 1st motion vector is calculated on the basis of the arithmetic result (steps S4-S7). Then block matching on the basis of a difference between pixel values is conducted as to a new retrieval range obtained by shifting the candidate block relating to the 1st motion vector after conducting motion compensation (step S8) in response to the 1st motion vector in the unit of one pixel to calculate a 2nd motion vector (step S9). A final motion vector is calculated as a sum of the 1st motion vector and the 2nd motion vector.
