PROBLEM TO BE SOLVED: To generate intermittent video sound without decoding and encoding again encoded video information by separating first video information and encoded non-video information and converting encoded first video information into encoded second video information. SOLUTION: A separation part 22 receives MPEG video sound information from an encoded video sound input part 20 and separates it into encoded video information and encoded non-video information. The separation processing is executed in the form of digital data without decoding it. Separated video information is outputted to a video conversion part 24 and non-video information is outputted to a connection part 26. The separation part 22 outputs information showing by what kind of relation video information and non-video information constitute MPEG video sound information to the video conversion part 24 as connection information. The video conversion part 24 receives encoded video information from the separation part 22 and converts received video information into different video information.
