PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor having good photosensitive characteristics by widening a tracking state while maintaining and improving the optical response of a photoconductor, and contriving the improvement and stabilization of photosensitivity and optical response characteristics. SOLUTION: The electrophotographic photoreceptor contains at least one layer obtained by treating the surface of a thin zinc oxide film with an inorganic material of a compound of a group I element such as H or Li, a group IV element such as C or Si, a group V element such as N, P or As, a group VI element such as S, Se or Te or a group VII element such as F or Cl so as to capture the unbonded radicals of the thin zinc oxide film.
