PROBLEM TO BE SOLVED: To provide an arrangement wiring method capable of reducing estimated time for adding buffers for reducing signal transmission delay. SOLUTION: A region which lengthwise and breadthwise stretches in a belt type in an arrangement wiring region 100 and has a lattice type whole body is defined as a region 11 capable of wiring. Regions where lengthwise stretched belts and breadthwise stretched belts of the region 11 intersect with each other are defined as regions 1-9 capable of buffer arrangement. Buffers 31, 32, 33, 34 and 35 for reducing transmission delay of a signal which is transmitted via a wiring connecting a cell 21 and a cell 22 are arranged and wired in the region 11 capable of wiring and the regions 1, 2, 3, 6 and 9 out of the regions 1-9 capable of buffer arrangement.
