PROBLEM TO BE SOLVED: To execute service logic prepared without taking into competitive relation into consideration, while matching a competitive condition between respective service logic. SOLUTION: An execution control database 3 refers to contents of a service logic start allowable management table 34 and decides the acceptance/rejection of executing service logic which is undergoing the inquiry of the acceptance/ rejection of start. When start is allowed, competitive conditions registered with a service logic competition management table 36 is referred to, and the contents of the table 34 to other service logic affected by starting the service logic are updated. When the end of started service logic is reported, the contents of the service logic start allowable management table to the other service logic effected by the competitive conditions are updated into contents corresponding to a situation, where the competitive conditions are eliminated.
