PROBLEM TO BE SOLVED: To prevent an audio signal from waving or emitting noise such as a clicking sound by multiplying a correcting quantity obtained by first and second window functions to an audio signal obtained by decoding in the case of not meeting a specific condition. SOLUTION: On a decoding side, a reverse quantization part 15 decomposes a sent bit stream to execute reverse quantization and this output is supplied to a frequency time transforming part 16 to transform from a frequency to a time axis. Then, it is judged whether a first window function used in an hourly preceding frame and a second window function to be used in a present frame meet the condition of frame connection. When they do not meet as the result of this, a correcting quantity obtained by the first window function and the second window function is multiplied to the audio signal of the present frame to prevent the audio signal from waving and emitting noise such as a clicking sound.
