PROBLEM TO BE SOLVED: To obtain a picture recording and reproducing device that simultaneously records a plurality of pictures on a recording medium, simultaneously reproduces a plurality of pictures from the recording medium and simultaneously records one picture and reproduces another picture while suppressing cost increase and a large-sized scale. SOLUTION: A coding/decoding section 14A (14B) of this picture recording and reproducing device that has functions of coding picture data in compliance with an MPEG and of decoding coded data in compliance with the MPEG is configured such that sections of the same operation for coding and decoding, that is, an inverse quantization section 66, an inverse DCT section 68, a motion compensation prediction section 72, a frame memory 74 and a buffer 78 are used in common.
