PROBLEM TO BE SOLVED: To provide a device where encoding efficiency is not deteriorated even if an input picture is suddenly switched to a background on the time axis by compressing a moving picture in a plurality of frame units. SOLUTION: A plurality of frame memories recording a plurality of types/ inverse quantized pictures which are inversely quantized by individual types and a difference generator for generating a difference between a present moving picture and the inverse quantized picture of a frame memory corresponding to the type of the present picture among a plurality of frame memories are installed. The moving picture is compressed in the plurality of frame units. In the device, movement compensation is applied to a frame selected by a frame memory selection circuit 18 on the basis of a moving vector detected by a movement detector 20. A local movement processing compensation picture 112 being a former picture which is movement-compensated is inputted to the difference generator 10. An interframe differential picture signal 101 outputted from the difference generator 10 is inputted to DCT 11 as the difference between an output picture and the local movement processing compensation picture 112. |
