<p>PROBLEM TO BE SOLVED: To realize an encoding device from which a still picture with high picture quality can be obtained. SOLUTION: A frame memory 2 of this encoding device receives a digitally converted video signal. A picture discrimination information output means 3 provides outputs of information denoting complexity in the unit of macro blocks of a still picture with high resolution stored in the frame memory 2 to a quantization width control means 6 and of address information of a macro block to a memory control means 4. The memory control means 4 reads the video signal from the frame memory 2 on the basis of the address information of the macro block in the unit of the macro blocks. The quantization width control means 6 controls a quantization width of a coding means 5 on the basis of the information denoting the complexity in the unit of macro blocks. Thus, in the case of recording the coded still picture with high resolution, a many code quantities are assigned to a part visually distinct, a part including many high frequency components or the like.</p> |
