PROBLEM TO BE SOLVED: To use a transistor of a withstand voltage lower than an external power supply voltage by converting an input signal level-converted by a level shift circuit to a signal level oscillated between an intermediate voltage and the external power supply voltage and converting the input signal of the internal power supply voltage level of an IC chip to a signal level oscillated between the intermediate voltage and the ground. SOLUTION: When 0 V is inputted to an input IN, an Nch transistor 21 of a circuit C2 is turned off. The output of an inverter 24 becomes Vcc2 and an Nch transistor 22 is turned on by the output of this inverter 24. As a result, the drain side of the Nch transistor 22 becomes the potential level of an external ground VSSE and a Pch transistor 19 connecting the gate with the drain side of the Nch transistor 22 is turned on. Then, a node N4 becomes the potential level of Vcc2, Vcc2 is impressed to the gate of an Nch transistor 4 and this transistor is turned on.
